Name of the Examination: Combined Technical Services Examination (Diploma / ITI Level)
Primary Qualification: Diploma in Civil Engineering, or National Trade Certificate (NTC) / National Apprenticeship Certificate (NAC) in trades like Architectural Draughtsman, Draughtsman Civil, Engineering Drawing, or Surveyor. A degree is generally considered a higher qualification and makes candidates eligible, with some exceptions.

Ineligible Posts (Higher Qualification Exception)
While a degree is often accepted as a higher qualification, it is not a substitute for the specified diploma or ITI certificate for the following posts:
- Assistant Agricultural Officer (Post Code: 3101): A two-year Diploma in Agriculture is mandatory.
- Assistant Horticultural Officer (Post Code: 3104): A two-year Diploma in Horticulture is mandatory.
- Junior Tradesman posts in TNSTC: An ITI certificate in the specific trade with completed apprenticeship is mandatory.
